The Global Carbon Capture and Storage Institute, the world’s leading authority on CCS, reports that the level of policy support from governments reached historic highs in 2023. This has strengthened the business case for CCS and resulted in the project pipeline growing more rapidly in the past year than at any other time.

Furthermore, CCS in the Middle East and Africa region already accounts for around 8 percent of global capture capacity and is on the cusp of a remarkable uptrend, with commitments by the UAE and Saudi Arabia in announcing net-zero targets for 2050 and 2060 respectively.

Saudi Arabia, a global energy powerhouse, has embarked on an ambitious journey to combat climate change and transition toward a more sustainable future. As part of its commitment to the circular carbon economy, or CCE, the Kingdom is actively pursuing carbon capture and storage initiatives.

The Joint Development Agreement with Saudi Aramco is one of the largest initiatives on this front. This agreement aims to establish one of the biggest CCS hubs globally. The hub will be located in Jubail Industrial City and is set to start operating by 2027.

In its first phase, it will have the capacity to extract and store 9 million tonnes per year of carbon dioxide. The long-term goal is to extract, utilize, and store a staggering 44 million tonnes per year of carbon dioxide by 2035. In equal measures, the Al-Khobar CCS Project will capture carbon dioxide emissions from industrial sources.

The captured carbon dioxide will be transported and stored in geological formations deep underground. This project represents a significant step toward achieving the Kingdom’s climate goals.

Furthermore, Saudi Arabia is constructing the world’s largest green hydrogen plant. The plant is set to produce up to 600 tonnes of green hydrogen per day by 2026, which will play a crucial role in decarbonizing the energy sector.

In addition to ongoing efforts in the renewable energy transition, showing the Kingdom’s heavy investments, 13 new projects are underway, with a total capacity of 11.4 gigawatts. By 2030, Saudi Arabia aims to generate 50 percent of its power capacity from renewables. These projects are expected to reduce approximately 20 million tonnes of carbon dioxide per year.

The Saudi Green Initiative aims to combat climate change, improve quality of life, and protect the environment for future generations. This initiative focuses on three key targets: Emissions reduction, afforestation, and land and sea protection.

Emissions reduction includes measures to reduce carbon dioxide emissions; afforestation targets involve planting 10 billion trees in Saudi Arabia and 50 billion across the Middle East; and land and sea protection aims to safeguard natural ecosystems.

Saudi Arabia is committed to placing 30 percent of its land and sea under protection by 2030. Biodiversity conservation and ecosystem restoration are an integral part of this effort.

Moreover, Saudi Arabia announced the launch of the GHG Crediting and Offsetting Scheme in early 2024, which aims to support and incentivize emission reduction and removal projects across all sectors in the Kingdom.

In summary, Saudi Arabia’s carbon capture and storage initiatives demonstrate its determination to address climate change head-on. By leveraging technology, international partnerships, and a commitment to sustainability, the Kingdom is positioning itself as a global leader in the reduction of greenhouse gas emissions.

DUBAI, United Arab Emirates: Salvagers successfully towed a Greek-flagged oil tanker ablaze for weeks after attacks by Yemen’s Houthi rebels to a safe area without any oil spill, a European Union naval mission said Monday.
The Sounion reached waters away from Yemen as the Houthis meanwhile claimed that they shot down another American-made MQ-9 Reaper drone, with video circulating online showing what appeared to be a surface-to-air missile strike and flaming wreckage strewn across the ground.
The two events show the challenges still looming for the world as it tries to mitigate a monthslong campaign by the rebels over the Israel-Hamas war raging in the Gaza Strip. While the rebels allowed the Sounion to be moved, they continue to threaten ships moving through the Red Sea, a waterway that once saw $1 trillion in goods move through it a year.
The EU naval mission, known as Operation Aspides, issued a statement via the social platform X announcing the ship had been moved.
The Sounion “has been successfully towed to a safe area without any oil spill,” the EU mission said. “While private stakeholders complete the salvage operation, Aspides will continue to monitor the situation.”
The Houthis had no immediate comment and it wasn’t clear where the vessel was, though it likely was taken north away from Yemen. Salvagers still need to offload some 1 million barrels of crude oil aboard the Sounion, which officials feared could leak into the Red Sea, killing marine life and damaging corals in the waterway.
Meanwhile, the US military said it was aware of the Houthis’ claimed downing of a drone over the country’s southwestern Dhamar province, without elaborating.
The Houthis have exaggerated claims in the past in their ongoing campaign targeting shipping in the Red Sea over the Israel-Hamas war. However, the online video bolstered the claim, particularly after two recent claims by the Houthis included no evidence.
Other videos showed armed rebels gathered around the flaming wreckage, a propeller similar to those used by the armed drone visible in the flames. One attempted to pick up a piece of the metal before dropping it due to the heat.
Brig. Gen. Yahya Saree, a Houthi military spokesperson, identified the drone as an MQ-9, without elaborating on how he came to the determination. He said it was the third downed by the group in a week, though the other two claims did not include similar video or other evidence. The US military similarly has not acknowledged losing any aircraft.
Saree said the Houthis used a locally produced missile. However, Iran has armed the rebels with a surface-to-air missile known as the 358 for years. Iran denies arming the rebels, though Tehran-manufactured weaponry has been found on the battlefield and in seaborne shipments heading to Yemen despite a United Nations arms embargo.
Reapers, which cost around $30 million apiece, can fly at altitudes up to 50,000 feet (15,240 meters) and have an endurance of up to 24 hours before needing to land. The aircraft have been flown by both the US military and the CIA over Yemen for years.
The Houthis have targeted more than 80 merchant vessels with missiles and drones since the war in Gaza started in October. They seized one vessel and sank two in the campaign that has also killed four sailors. Other missiles and drones have either been intercepted by a US-led coalition in the Red Sea or failed to reach their targets, which have included Western military vessels as well.
The rebels maintain that they target ships linked to Israel, the US or the UK to force an end to Israel’s campaign against Hamas in Gaza. However, many of the ships attacked have little or no connection to the conflict, including some bound for Iran.
The Houthis also published footage Monday of what they have claimed was a hypersonic missile that they used to attack Israel on Sunday. Parts of the missile landed in an open area in central Israel and triggered air raid sirens at its international airport, but injured no one. Israeli Prime Minister Benjamin Netanyahu has threatened to retaliate over the attack the Houthis launched with the Palestine 2 missile.

Produced in the UAE by Bidaya Media with the support of Mubadala Investment Company and the Abu Dhabi Early Childhood Authority, the show is a modern take on the “Mansour” series which follows 12-year-old tech enthusiast Mansour and his adventures with his friends.

In “Mansour: Age of AI,” Mansour will be accompanied by a new friend, a sentient AI named Blink, as he navigates a technologically advanced world, covering themes such as family, friendship, and innovation.

The show will be available in both English and Arabic to audiences across the Middle East and North Africa region, said Noura Al-Hammadi, general manager of Abu Dhabi Entertainment Company.

She added that artificial intelligence will transform the “lives, education, and careers” of young people, and Bidaya Media was committed to supporting youth by “fostering early awareness in a fun and informative way” to “help equip them to navigate a rapidly evolving world.”

For MBC, the series adds to its “Arabic content offering for our young and family-focused audiences” and “aligns with our vision to foster education and entertainment that transcends borders,” said Tareq Al-Ibrahim, director of MBC1, MBC Drama and Shahid content at MBC Group.

The drink menu includes iced Spanish lattes and hot chocolate. We sampled the iced passion fruit drink, which was refreshing but a touch too sweet for our taste.

BEIRUT: One Hezbollah member was killed, and three were wounded in intense Israeli airstrikes on Monday on the border town of Hula.

The airstrikes destroyed several buildings, adding to the destruction of other residential areas that were leveled in the town, which has seen its residents flee.

The escalation of Israeli hostilities in southern Lebanon coincided with the arrival of Amos Hochstein, US envoy to the Middle East, in Tel Aviv.

His visit aims to de-escalate tensions between Israel and Hezbollah and avoid a full-scale war after Israeli Prime Minister Benjamin Netanyahu announced his intent to “expand military operations in the north.”

The explosions from the missiles “felt like an earthquake,” Samer, a resident living near the targeted border area, told Arab News.

“The ground shook under our feet, even though we were dozens of kilometers away from the airstrikes.

“Now, the strikes target groups of houses at once, unlike before when it was just a single building or home.”

Israeli artillery also shelled the outskirts of the towns of Kfarkela, Kfarchouba, Aita Al-Shaab, and Hanine in the Bint Jbeil district.

Ali Shbib Shehab, the mayor of Hanine, told Arab News: “The town is being destroyed daily. It is a town about 2,000 meters from the border and has lost four civilian martyrs so far, women and children, while eight other civilians were injured. Around 50 homes have been destroyed either partially or entirely.

“It is a small town, and those who remain are farmers who hold on to their land and insist on staying despite the daily shelling.”

A security source stated: “The area from Odaisseh to Kfarkela is now empty of residents, while in the Bint Jbeil — Mays Al-Jabal — Hula axis, some residents remain in their homes, relying on aid.”

Israeli leaflets were dropped on Saturday over the Lebanese agricultural border area of Wazzani, calling on the remaining residents to evacuate by 4 p.m.

However, the Israeli army denied dropping the leaflets, claiming it was an “individual act” by an officer in the northern brigade.

An Israeli artillery shelling on the border town of Adaisseh on Sunday evening resulted in injuries to four residents of the city, who were in the process of transporting household items outside the area.

Previously, owners of commercial establishments storing their goods in warehouses located in border towns, particularly in Mays Al-Jabal, coordinated with the Lebanese Army and UNIFIL, the UN peacekeeping force in Lebanon, which in turn liaised with the Israeli side.

Over the past two weeks, goods and household items from homes and shops were evacuated in phases to prevent damage, as the conflict approaches a year since its inception.

Israeli media reported on Monday that “the commander of the Northern Command of the Israeli army, Ori Gordin, recommended during closed sessions that the military be permitted to take control of a security buffer zone in southern Lebanon.”

The Israeli side aims to distance Hezbollah forces to ensure they do not pose a threat to the northern residents while also exerting pressure on Hezbollah to reach a lasting settlement.

Netanyahu has threatened to carry out a large-scale military operation against Hezbollah.

Israel’s Defense Minister Yoav Gallant told the visiting Hochstein on Monday that prospects were dimming for a halt to nearly a year of fighting with Hamas ally Hezbollah in Lebanon.

Gallant on Monday met with Hochstein to discuss Israeli military operations against Hezbollah and the plight of Israelis displaced by the cross-border strikes, the Defense Ministry said in a statement.

He “emphasized that the possibility for an agreement is running out as Hezbollah continues to ‘tie itself’ to Hamas and refuses to end the conflict,” the statement said.

“Therefore, the only way left to ensure the return of Israel’s northern communities to their homes will be via military action.”

Earlier on Monday, the ministry said Gallant delivered a similar message by phone to his US counterpart Lloyd Austin about time “running out” for an agreement to end the conflict.

Israel “is committed to removing Hezbollah from southern Lebanon and ensuring the safe return of Israeli residents to their homes in the northern and border areas,” Gallant said.

In response to Netanyahu’s remarks on Monday concerning the potential expansion of the conflict to the northern front, Hezbollah MP Hussein Ezzedine asserted that Israel was “unable to extend the war to any additional front.”

He said the exhausted and worn-out army in Gaza had not yet reached an end to the current operations and could not assert victory in Gaza.

“Therefore, how can it contemplate opening a new front with Lebanon or any other location?”

Ezzedine affirmed that “the resistance is strong, capable, and prepared for any unexpected developments that the enemy may attempt to surprise us with, and it continues its daily operational activities that deplete the capabilities of the Israeli army.”

Israeli Channel 12 reported on Monday that several rockets launched from Lebanon struck the Metula settlement, resulting in damage to a building and the outbreak of fire.

Hezbollah announced that it targeted the positions of Israeli enemy soldiers in the vicinity of the Metula site using missile weapons.

It also targeted the Birkat Reisha site with artillery shells and the Israeli army’s artillery positions in Za’oura with rockets.

On Sunday, Hezbollah executed military operations against 10 Israeli military installations, which included an assault on the headquarters of the 188th Brigade’s armored battalions located in the Rawiya barracks with numerous Katyusha rockets.

Additionally, an attack drone was deployed to strike a technical system at the Al-Malikiyah site, achieving a direct hit. Another attack drone targeted Israeli soldiers at the Metula site.

Espionage equipment at the Ruwaysat Al-Alam site in the occupied Kfar Shuba hills was struck with a guided missile, while Israeli positions in Za’oura and further espionage equipment at the Ramya site were also targeted using guided missiles.

The Samaka site in the occupied Kfar Shuba hills was attacked with rocket weaponry, and buildings utilized by soldiers in the Shlomi settlement were also hit.

Furthermore, Hezbollah conducted an aerial assault employing a squadron of suicide drones on the headquarters of the Golan Division’s military assembly battalion in the Yarden barracks, accurately targeting the positions and settlements of their officers and soldiers, resulting in multiple casualties.

Additionally, Israeli artillery positions in Dishon were targeted with rockets.

LONDON: Abdel-Rahman Milad, known as “Bija,” a former coast guard commander notorious for human trafficking, was killed in the Libyan capital, Tripoli, on Sept. 1, shining a harsh light on the North African country’s chaotic political landscape.

Milad’s death has drawn renewed attention to the intersections between the country’s rival militias, organized crime networks, and weak government institutions, and has raised questions about the wider implications for European border security.

“Milad’s assassination sends shockwaves far beyond Libya’s borders,” Anas El-Gomati, director of the Sadeq Institute, Libya’s first independent public policy think tank and research center based in Tripoli, told Arab News.

“For Europe, it’s a stark reminder that their outsourced border control is built on quicksand.”

Milad’s violent end marks the culmination of a long, controversial career that has become emblematic of the lawlessness and corruption that has plagued Libya since the fall of Muammar Qaddafi in a NATO-backed uprising in 2011.

For more than a decade, the oil-rich nation has been divided between two rival administrations, each with its own international backers and militia allies. Its dysfunctional governance has left it seemingly unable to reform its economy or provide for its population.

This was amply demonstrated in September last year, when devastating floods hit the coastal town of Derna after Storm Daniel caused two dams to collapse, unleashing torrents of water that swept away entire neighborhoods.

The disaster left thousands dead or missing, many of them migrants who had arrived in the town with plans to make the sea crossing to Europe. Political instability hindered rescue efforts, and recovery has been slow due to the fractured state of the country.

“Libya’s chaos didn’t just emerge — it was engineered,” said El-Gomati. “Bija’s death highlights a painful truth about Libya’s ongoing turmoil. It’s not just a story of internal strife but one of international negligence and miscalculation.”

Indeed, multiple foreign powers have interfered in Libyan affairs since Qadaffi’s ouster, creating the conditions for armed groups and criminal gangs to flourish.

“The residual division and stalemate is untenable and has allowed international and local actors to shape the chaos to their advantage,” said El-Gomati. “This persistent instability is a direct result of enabling those who thrive on the country’s dysfunction.”

Milad was a prominent figure in the Libyan Coast Guard, commanding a unit in Zawiya, a coastal town in the west of the country that had become a hotspot for people smuggling. While officially responsible for intercepting migrant boats, Milad was deeply involved in human trafficking.

He was sanctioned by the UN Security Council in 2018 for his role in sinking migrant boats and for working with smuggling networks to exploit migrants attempting to cross the Mediterranean to Europe.

Libya’s geographic position as a gateway to Europe has made it a prime route for migrants from Africa and the Middle East seeking better lives, but it has also turned the country into a battleground for smuggling networks and militias seeking to profit from the chaos.

The EU’s strategy of relying on Libyan forces to control migration flows has been called into question, with many warning that it has done little to address the root causes of migration or the human rights abuses that migrants face in Libya.

“The real question is whether this crisis will force Europe to rethink its approach to migration management in Libya, or if it will continue to rely on an unstable and corrupt system that only perpetuates chaos,” said El-Gomati.

Milad’s notoriety stemmed not only from his criminal activities but also from his involvement in international diplomacy. In 2017, he participated in a meeting in Sicily, where Libyan Coast Guard officials and humanitarian agencies discussed migration control.

Despite being under suspicion for human trafficking, Milad attended the summit, highlighting potential complicity, or at the very least negligence, on the part of Italian authorities.

His presence at this meeting sparked outrage, with many suggesting that European governments were aware of the criminal ties of Libyan officials but chose to turn a blind eye in exchange for cooperation in stemming the flow of migrants to Europe.

The controversy underscored the fraught relationship between European countries, particularly Italy, and Libya over migration. In 2017, Italy brokered a deal with Libya’s UN-recognized government, then led by Fayez Al-Sarraj, to prevent migrant boats from reaching European shores.

As part of the agreement, Italy provided funds, equipment, and training to the Libyan Coast Guard, which was tasked with intercepting migrants and returning them to Libya. However, this strategy has been widely criticized for subjecting migrants to inhumane conditions, including torture and extortion in detention centers controlled by militias.

Rights groups have long condemned the EU’s approach, claiming that by partnering with Libyan authorities, European governments are complicit in the abuses that migrants face once they are returned to Libya.

Milad, as a central figure in this system, reportedly profited from these arrangements, with accusations that intercepted migrants were held in detention centers where they had to pay bribes for their release.

“Bija was involved in the strategic decisions about the naval assets of the Libyan Coast Guard that would be sent for the interceptions of migrants at sea, as well as being involved in identifying disembarkation points on the coast,” Nancy Porsia, an Italian journalist who has long tracked Milad’s activities, told Arab News.

“The disembarkation points are extremely important when it comes to the main business of detention. In fact, nowadays, the real gain out of human smuggling in Libya is not the organization of sea crossings — rather, it is the business of detention, which is funded by the international community, and also the business of the interceptions.”

Porsia knows only too well how deeply entangled Milad was in the world of criminality. She was given a security detail after Milad threatened her and her family due to her reporting on his human trafficking activities.

Milad’s crimes were not limited to human trafficking, however. He was also reportedly involved in fuel smuggling, using his position in the coast guard to control illicit trade routes in western Libya.

These criminal operations likely helped fuel the wider conflict in Libya, where rival factions and militias have vied for control of resources and territory.

Milad’s close connections with various militias in Zawiya allowed him to operate with impunity for years, despite being the subject of multiple international sanctions.

In 2020, Milad was arrested by Libyan authorities on charges of human trafficking and fuel smuggling. However, after serving only six months in prison, he was released and even promoted within the coast guard.

The arrest of Mohamed Bahroun, another militia leader from Zawiya and commander of the First Support Battalion, in connection with Milad’s death adds another layer of complexity to the case, suggesting that the killing may have been the result of a power struggle.

“Bija was killed in the context of the political struggle in his own town, Zawiya,” said Porsia. “For months now, there have been armed confrontations in Zawiya. It is a unique case across the whole of Libya.

“Bija and Bahroun, better known as Al-Far, are competitors because both are officers who, under the table, carry out illicit trafficking, as corrupted officers … Al-Far was in theory the main competitor to Bija. So, it might be true that he ordered this murder.

“Or it might be that it was actually done by the prosecutor’s office to pin this murder, which is of course so political, with strong political consequences, on a character, a player, like Al-Far.”

El-Gomati likewise believes the murder can only be understood in the wider context of Libya’s political and criminal landscape.

“Milad’s assassination isn’t just the silencing of a single man — it’s a power play,” he said. “His death could be seen as a settling of scores, a pre-emptive strike, or a message to others in his network.

“To some, Milad was seen as a hero who built the naval academy and was pushing back against human smuggling. To others in Zawiya, he was a threat to their smuggling networks.

“Bahroun, a key figure in Zawiya’s smuggling underworld, had every reason to see Milad removed, and their rivalry was well documented.

“If he was indeed disrupting Bahroun’s operations, his death could realign the balance of power in Zawiya, giving rival smuggling factions room to expand. The murder sent a message — those who challenge the status quo don’t survive.”

He added: “Bahroun’s arrest might cause a temporary disruption in human trafficking routes, but history shows that new players will quickly fill the void.”

How prosecutors handle the investigation into Bahroun, who handed himself in to authorities voluntarily, could be seen as a test for the rule of law in Libya — determining where power really lies in the troubled country.

“This case is a litmus test for the very concept of rule of law in a fractured state,” said El-Gomati. “Can a country where ‘might often makes right’ suddenly deliver impartial justice? The handling of Milad’s case will either be a turning point or another nail in the coffin of Libya’s legal institutions.”

Milad’s death is a symptom of the larger problems facing Libya. Since Qaddafi’s fall, the country has been divided between rival governments, with the UN-backed administration in the west and the government of military strongman Field Marshal Khalifa Haftar in the east.

“The reality is that the strongest armed groups and figures like Haftar, who escape accountability despite waging war and assassinations, underscore the deep flaws in Libya’s justice system,” said El-Gomati.

“Tripoli’s actions will reveal whether it can enforce true justice this time or merely manage a facade.”

For El-Gomati, the old model of engagement with Libya by foreign powers, including the UN, the EU, Russia, Turkiye, and others, has to change.

“For Libya to break free from this cycle, there needs to be a fundamental shift in how the international community engages,” he said.

“It requires more than just selective sanctions and recycled initiatives. It demands a rethinking of the UN’s roadmap to elections and a commitment to holding all players accountable for their role in its disruption. It needs real consequences for those who exploit the country’s misery.

“Until the rules of the game change, Libya will remain a playground for the powerful and a prison for its people.”

For Porsia, who herself became part of the Milad story after his threats to kill her and her family, the murder has only confirmed her grim assessment that Libya is a “failed state,” run “according to the dynamics of a mafia network.

“After his assassination, I don’t feel safer, in terms of the ability to return to Libya, because the problem is not Bija but the system itself,” she said.

“And then I feel also sorry because it’s a confirmation that Libya is not going to recover from the chaos any time soon, and the murder of Bija itself was an excellent example of a political assassination. And it was done in broad daylight.”
